In the OSS you don't have to buy your glass from Tony, new suspension parts are allowed, crate motors are allowed, spec motors are allowed, underslug chassis are allowed. I see weekly as costs lower (you don't race every week).
As far as cars being worn out, I don't see that either (Robblee's '91 chassis went from the back to front pretty quick in Peterboro last weeekend).
1) Who builds CASCAR bodies other than Performance Fibreglass?
2) Where is the OSS rulebook posted? I can't seem to find it on their webpage....
3) If underslung cars are allowed, why isn't anyone running one with them now?
Let's just please hope we don't move backwards to to the former CASCAR rules at Delaware. I just started going back to Delaware on a consistent basis this year. One of the problems I had with the older style rules is that no one else ever ran those cars so you could have had $20,000 to win and still get the same cars you had for a weekly show. I grant you, not many travellers have shown up to race this year at Delaware, but the possibility does exist. At least there is still some anticipation when you head out there. If there are all these old CASCAR style cars out there, then how come the OSS has 12-20 cars show up? Under Flamboro or Delaware rules, do they allow offset chassis, with weight penalties? The reason I ask is that there are several series that are close in rules (MAARA, US PRO) that might come to a midweek or the larger races. By the looks of the results from the Lake Erie MAARA show, the Delaware cars seem to be very competitive with the offset chassis cars. Just wondering??? Anyway, please, let's not go backwards here. Let's just keep moving forward with the current rules.

2) The OSS rulebook is not posted - they use the '05 CASCAR rules as a guide.
3) There is no advantage to the underslung unless you are building a new car.

I highly doubt going back to CASCAR-style LM rules would be an option, otherwise it'd be like committing class suicide on the track's part...

WEST (Western Elite StockCar Tour) used rules based on CASCAR Late-Model/CASCAR-Sportsmen Rules.
An underslung rear-unit may have some advantages, specially with weight gravity centre... A car-weight near the ground could highly help you to save tires during long races over 100-150-200 racelaps.
