If you are pulled over and the officer suspects you are a street racer they can impound your car and lisence for 7 days with no judge or court being involved. But there is nothing to say that they have to have sufficient reason, its all up to the cop! if he didnt laid the night before you could take the brunt of it with no way to appeal.
As for the comment about modified street vehicles, that was pretty ignorant in my opinion. Most people cant afford to have 2 vehicles. if you go the the locol autocross at least 75% of the vehicles are also daily drivers.

Some for looks and others for performance. Most of it is for either track days or shows. not so i can be faster than the next guy. If that was the case i wouldnt have started with a car with only 115 HP.
My father has an 86 chev 1 ton 4x4 with a built 350 making about 410HP and 430 Ft/lb. at almost 6000lbs its not for speed thats for sure. So should he not be running on the street?

Yeah for sure this is all very true. Don't trust the government or the police to protect your rights because if you do you won't have any. Protect your own rights otherwise they will disappear with misguided legislation like this. It is deliberately written the way it is to be broad and leave the interpretation up to an individual police officer giving excessive powers to the police. You can't obey the rules when you don't know what they are or they change with every individual's interpretation... Having your vehicle towed and impounded is going to cost you thousands and there is no appeal and it can be impounded indefinately.
I have a big block Dodge truck too, it's 3/4 ton and I'm making it a 4WD, 6" lift, 33" tires etc... Not a street racing platform, but can I expect police harrasment if this bill gets through? likely... If cops have nothing better to do, then the truck might attract their attention.

If in-acted, this bill would be just like photo radar. You would find delay after delay trying to get a court date. Like photo radar, as soon as someone challanges it on a constitutional basis, the charges are dropped so it never gets to court. To date, not one photo radar charge has been taken through the courts. The government cannot have something like this shot down by the courts. Whether it's photo radar or street racing, it's up to the government to provide proof of an illegal activity by someone.
In otherwords, right now and in the future, the police (goverment) are doing things that are constitutionaly illegal. And they know it. That's the scary part. Unless you have the money to hire a lawyer, the government is strong arming it's citizens in the name safety. It's really all about revenue.
So, the guy with the big job and a wad of money in his pocket can speed up and down the 401 not worrying about photo radar. In fact they hope the government keep the cops off the highway and uses more photo radar. Did you ever notice, photo radar speeding ticket carry no points penalties. (quite a negotiation process eh?)
This will be how it is with street racing. When it's the attending officers judgment, those with money will have no problem. The rest of us, well, just the day off work is out of the question.

The fact is, that most of us do not want racing on our streets. Whenever there is a death related to street racing, (and there have been waaay to many this year) people wonder why the government are not doing anything about it. The current legislation obviously is not working, or we wouldn't have this problem. I think that if it were my wife, or my kids that were killed on the highway because of street racing, I would probably feel that bill 203 was way to lenient. I love racing, as do all of the people that will be reading this, but the street, is NOT the place for it. I totally respect 'upnorthmotorsports' for trying to educate the public and encouraging their members to 'keep it off of the streets' as long as their members walk the walk, and not just talk the talk.
PS. You would have to wonder though, if a slogan like "I am not a street racer, so get over yourself," really has the positive educational spin that is desired here!
