Tech is not the problem at most tracks or race series. The problem is with a small number of racers who have no regard for the rule book or their fellow racers and think it's their right to install any cheating part they want. I'm sure you will find that these small numbers of racers who do break the rules do it because they don't have the skill needed to finish well in a race.

For decades in the Hobby Club, CVM, we rarely found a top car cheating, or even illegal.  The Hobby tech (and I was on it) was similar to the Miltiary Police in Iran.  They checked four or five things every single feature.  They DQ'd cars for being a little low and a little light, but hardly ever was someone disqualified for a cheating issue because any driveline infraction carried a years suspension, diff, engine or transmission.

In the late 90's we realized that a car 2 pounds light or 1/8" low would not have made any difference in the outcome and did not deserve a severe penalty such as last place. We started a program that warned drivers for their infraction and it was recorded. If it was a first offence they kept the finish with a warning,  but after that they would be scored last if it was a minor infraction or much more severe if it was a driveline.
