The 37 car was facing the wrong way on the track, this makes him an involved car.  Its too bad and nobody likes to see this happen but this was clearly explained in the drivers meeting.

But he wasn't involved in the caution...as was stated by track officials on Saturday night.

If I was any with any other car, I’d be confused by the flip-flopping results too – since the officials didn’t communicate well with the drivers after the race. The officials made several mistakes in deciding how Saturday’s race ended and they are now trying to make the best of a bad situation. Regardless of their decision, drivers/teams will be upset and fans will be confused. 

I won’t fill the board with any more posts about what happened and how we feel the track is misinterpreting the rules. Ultimately, the officials made their decision. We disagree with their interpretation, but since we cannot re-protest their decision we are moving forward and are doing what is best for our team and sponsors.

Sounds like drivers weren't paying attention at the drivers' meeting in January.  They were told at the meeting NO race results would be official until Tuesday, after track officials had time to consider protests and technical inspections.  A scored finish would be the only result posted on Saturdays and it would be unofficial. 
By the way, no rough driving penalty was called on the #82 of Shaw.  He was simply going to the back as an accident car for the contact with the #37 of Elliott that eventually sent the leader spinning in turn one.
