Hell, what's to stop someone who wrecks somewhere from suing a track now, if waivers don't mean anything?

Waivers mean alot, at least in this country. They limit the amount of liability the track has. Each driver is also required to show proof of insurance. Again this would limit liability. Try reading a waiver next time you sign one. It stops 1% short of saying you will get injured or killed if you enter the track area.

You got it right Yorkie. My only other concern is are these drivers spending a little bit to much time in the beer garden / tent before they go out there to set the world on fire. just curious.

My point exactly. I know someone sued a track in MI for an on-track incident, but I don't remember how it turned out...

When you sign a waiver, all you are doing is saying that you understand that you are embarking on something that could be dangerous. you are not changing the laws of liability that everyone has to abide by, no matter what they get you to sign.
The fact is, when you enter a race in a stock car, your car has to be built to certain specifications to limit injury in a the event of an accident. I know in theory all the cars that enter King of the Hill are meant to be street legal, but I'll bet that half of the cars that enter would not make it through a safety inspection without fault. One of the cars in King of the Hill last night did not even have licence plates on it!
