not sure on Bells Setup but do they use a DSL Modem? or is it all built in to the router. If it's two units try connecting the DSL Modem to the computer and by passing the router and see what happens when you go to the Delaware site.

Reboot the router that you are supplied by Bell, simply turn it off, wait 30 seconds and turn it back on.
Likely the same for Rogers.
The router is the thing that you computer connects to so you can get the internet.
Unplug it or go thru the menu to reboot it.
Bell's DSL / modem's. / routers - rarely if at all have DNS issues. They update their DNS servers every 8 hours.
If a user has manually put in DNS entries into their computer's OS, that does create conflicts at times.

While I am neither an employee of Delaware Speedway or the Design Company, I do have some first hand knowledge of the process for moving the site to a new hosting service. It is unfortunate some folks have not had a smooth transition to the new site.
Here are some comments that may be helpful to those experiencing difficulties.
If you are still getting the splash screen from the old site which instructs to click on "New Site", this means your ISP or some entity on your route to the internet has that old page cached. The old hosting site is no longer accessable so you are not actually seeing the old site.
The new site was developed under an alias domain name. http://s331581743.onlinehome.us/ .
Subsequently on the new hosting service delawarespeedway.com was added to this location when we announced the move and posted the splash page on the then existing site. While the generally accepted time frame for propogation for all search engines etc is 24-48 hours it can take longer as mentioned in another post by someone else.
Use the above url until the new location for www.delawarespeedway.com gets recorded by your provider.
The new site along with the old site has software included which provides information on visits to the site etc. The number of visits to the new site has not decreased during the transition.
The new site was tested on the 4 most used browser IE, Firefox, Safari and Chrome.
Through the control panel on your computer select internet options and delete cookies. Restart your computer to have the erasure recognized. A cookie may have been inserted in your computer showing the old dns location for Delaware Speedway website. This was mentioned by someone else but the computer restart wasn't mentioned.
As others have commented the problems stated are related to indivual users providers. To maintain access to the site use the alias url above until the www.delawarespeedway.com url is displayed automatically by your provider and browser.

If the user has cleared their cache, it should have removed the cookies as well - depending on which browser is used. If the problem persists, then I think it's a webhosting issue.
