Actually there is a tire inventory rule. A starting inventory of 6 tires and 1 tire per night after that. That should satisfy you.
However tire inventory rules can sometimes have the effect of costing lesser funded teams more money in the long run. When there was no rule and well funded teams were putting on 4 stickers every week or two, there were lots of decent used takeoffs available to be sold to the lesser funded teams at a fraction of new tire costs. Now as teams have to manage and purchase tires wisely, the take off tires are usually junk and are of no use to the lesser funded teams. That forces them to purchase tires just like everyone else. No bargains to be had there.
It also may put them in the position of having to run tires that are so far gone that they have no business being on a race car. No bite, no grip and they become a hazard out there as they try to keep up. At that point it's everyones problem.
Tire inventory rules aren't always what they seem.
Plus, there's the hassle of the paperwork and watching what's in your pit area. But, the tire dealer, well he's pretty well guaranteed that he's going to sell at least one tire to every car each night. He's no fool.

It clearly states that there is no tire inventory control for the V8's

It clearly states that there is no tire inventory control for the V8's
I see what you are pointing out there. I guess they mean just the Delaware built engines? How many do you think there are of the built in super stock? Probably the track would know that. If there are a lot of them then that could be a source for used tires if they take advantage of no inventory rule.
