How about just inverting the qualifiers from the heats? So the first 2 rows are the 3rd place finishers, rows 3 and 4 are the 2nd place finishers, and rows 5 and 6 are the heat winners. That way they still have to pass some cars, but are ahead of the b-main and provisionals . . .

What is the incentive to win the heat race then? They would have to up the payout quite a bit for this to work or roll one die and invert one to six rows where if a one was rolled there would be no change and if a six was rolled then it would be as stated above and if 2 to 5 was rolled...well you get the picture.
Have each heat race winner flip a coin to determine if their heat race qualifiers invert or start straight up?
Could go 'rock-paper-scissors' , but that's way too complicated ;D
