... but also missed the part where kids aged 16 and under are now, for the first time ever, covered by a plan.

I am going to write a bit of a detailed response about this because I want to make it very clear so that there is no misunderstanding the purpose of this program - - the Family Fun Pass is specifically designed to save families money and allow more people to attend the races. There is no hidden agenda here to raise prices.
It has been a major request from families that such a plan be made available, since as soon as their kids turned 13, especially if they had more than one child over the age of 12, it could become an expensive night (well over $50 in most cases).
For a father who has two children over the age of 12, even he would be $8 further ahead even if he bought the family pass but didn't bring the other adult he is entitled to. If he only has one child and he brings an uncle or friend, he's still in good shape on cost and the child can even bring a friend (...or 3). You won't get that deal at the movie theatre or hockey rink.
While we acknowledge that there are some cases where the old program could appear to be beneficial (single adult with single child), the math on buying power is now on the customers side to take advantage of the offer. It has been found that more often than not at Delaware, it is a case of multiple adults with multiple children. For the one adult with one child cases, we hear time and time again the wish to have a program that would allow more adults and children to come to the races affordably together.

The family pass does away with all of this - - it makes it so more people can enjoy the races cheaper and more often in a way that is easy to to get across and compare to other entertainment options:
The Delaware Family Pass Summary:
- 2 Adults.
- Up to 4 children age 16 and under included free of charge.
- $32 taxes included.
You will not find a more affordable night of comparable entertainment in the region.
I'm happy to answer any questions on this - - admission prices can be an touchy subject, but in this case, this program does represent a significant overall price drop:
- In the case of families whose children are under 12, the price remains essentially the same ($32 for the two adults with the kids being free), but now extends the "free" entry to age 16 & under instead of age 12 and under.
- For single adults with single children aged 6-12 their full price entry would be $16 + $5 for a total of $21. While this is true, and at first glance appears to be an increase, with the family pass they could bring their uncle or neighbour with them as well as 3 other children of any age, if they take advantage of the offer.
- For families whose children are over 12, this program represents massive savings (potentially $48 per night).
As we look at this, the math is truly on the side of the customer. This program is a sacrifice on the part of the speedway aimed at allowing more people into the track more affordably this summer. It is our hope that fans help spread the word to their friends and neighbours to take full advantage of the offer.

Just to throw my 2 cents in there, I think raising the age to 16 is an excellent money saver.
Even the single parent and one kid thing is still not too shabby for a night out with your kid. And let's not forget that, other than the last 3 or 4 years, there's always been a ticket price for kids between 6 and 12. The under 12 free thing was a relatively new idea.
The only beef I have, and its a small one: in my work, I chat up Delaware a lot. "Kids under 12 get in free with an adult" was a lot easier to explain to people...because of course, "what do they charge to get in" is one of the first questions they ask.
I just have to find the wording I guess.

That depends what your age is. If you are not 16 or younger, this plan will not have an affect on you. Your entry price would be the same as last year, still covered under the existing student discount program ($12 at the gate, but now offering $11 advanced this season).
If you are 16 or younger, and your dad & another adult purchase this value pass, you would enter free of charge under that pass. You would also be able to bring 3 friends age 16 or under free of charge within the pass.
