I am looking to get into a class at Delaware. What would be the ballpark cost to buy a competitive super stock, and run a season barring any big wrecks. And are there any competitve super stocks for sale right now.

You need to look up JWO Racing on here, he's got a rolling chassis for sale for a helluva deal (If it hasn't sold yet). All you'd need is a crate motor and driveline, and you'd be on the track for right around $10,000. That car was a winner, and would likely be competitive out of the gate.
And I think $5,000 in costs to run a season is too high, although I don't know how quick guys burn up Super Stock tires at Delaware.
...That being said, if what these guys are quoting as costs to run Delaware are true, you need to consider Flamboro haha. I don't think I've spent $25,000 in the whole four years I've ran Thunder Cars there, and that includes building a car from a bare chassis up, a couple bad wrecks, two built motors, then a bought crate this year...and I won 4 features this year, so if guys are massively outspending me, I'm not at a disadvantage because of it.
Yes, Jake and Jim Ott's Camaro is still for sale, 3500 rolling - spare body parts, rims, tires, and tons of other parts, Contact Jake or Jim on Facebook, or by pm, the car is a winner and you can always expect stout pieces coming out of there shop.
