It really doesn't say where they measure it. Plus I don't think in the three years of racing in thunder I have ever seen it checked on any car.

Or every measured..lol okay,what classification is the 99 car?if its not the new gen,then what ruling is there?

Does it really matter on a 1/3 mile track? Besides roll center aerodynamics don't play a roll ???
