According to the results page on NASCAR.com 22fan it was Bryan Cathcart running the 71 car at Riverside.  And according to the writeup Micks is renting the car from Cathcart this weekend due to his problems at Riverside.

I believe he was racing for the lead.  At least this is the way I understand this thread.

evan they use double file restarts fpr lead lap cars so they were 1st and 2nd i think.

Looks like a racing deal... And that it was Gibbons who was robbed.

It'll be interesting to see what happened in the laps leading up to this when it's on TV...
