Sorry, that is not correct. Here is the procedure pulled directly from Delaware's website under APC format. Note the part that is in bold and underlined (by me).
Event Overview:
Each race team will run a maximum of two races (225 laps total), and a minimum of one race (75 laps). For the first two 75-lap races, the field will be split based on time trial results. All Delaware Speedway points-eligible cars will be placed in the first 75-lap race. The second 75-lap qualifier is the “open” event for WWS competitors and other cars that meet the required handicaps for competing at Delaware Speedway.
The first 75-lap race will be the ONLY race that counts for Delaware Speedway points (i.e., the first 75-lap qualifier of Delaware-only cars will be the final points race of the season).
Both qualifying races count for full WWS points.
Provisionals for the final 150-lap feature, if necessary, will go to registered Delaware Speedway competitors with 80% attendance in the current year, current WWS points leaders from other participating WWS tracks and active (i.e., registered in the current year) past Delaware Speedway and WWS champions. A full field for the final 150-lap race will be considered to be 38 cars.

First 75-lap Qualifier – DELAWARE CHAMPIONSHIP RACE:
• Starting lineup to be determined based on time trials and a one dice inversion.
• The first 75-lap qualifier will feature Delaware Speedway points-eligible cars and will be the only race of the day that counts for Delaware Speedway points (i.e., the first 75-lap qualifier of Delaware-only cars will be the final points race of the season).
Second 75-lap Qualifier – WWS “OPEN”:
• Starting lineup to be determined based on time trials and a one dice inversion.
• The second 75-lap qualifier is the “open” event for WWS competitors and other cars that meet the required handicaps for competing at Delaware Speedway.
Third 150-lap Race:
• The final event will be a 150-lap race with a competition yellow approximately between laps 70 and 80.
• Competition yellow will be a 5-minute break. All cars must return to pit lane and be ready to roll within 5 minutes or will forfeit track position and restart at the rear of the field NO EXCEPTIONS. Official break is up at last sound of the horn. Minor adjustments my be made, and fluids may be added. If a car enters the infield during the competition yellow it will forfeit track position and restart at the end of the field.
• A maximum of two tires may be changed during the competition yellow from the car/teams own inventory.
• Any team that changes more than two tires will forfeit track position and restart at the rear of the field.
• Starting lineup for the final 150-lap race will be determined based on finishing order of each 75-lap qualifying race
• The field for the final 150-lap race will be set as follows:
a) Top 14 finishers from each of the first two 75-lap qualifiers will set the field from positions 1 through 28. The inside row will be awarded to the field of cars that included the fastest qualifier (i.e., if the fastest time trial qualifier is a Delaware car, the field from the first 75-lap race will start on the inside row in the final 150-lap feature, and vice versa).
b) Positions 29 through 38 will be filled as follows: First, cars with provisionals. Then the field will be filled by reverting back to time trial times and lined up as per their time trial order.Rules:• Caution laps count. Last five laps will be run under green (not necessarily consecutively). For extended caution periods, the lap-counter may be “frozen” after five caution laps or the race may be red-flagged
• If a caution comes out, field will be set by the LAST COMPLETED GREEN FLAG LAP. Under that caution period, if a team decides to pit, they will remain on the lead lap as long as they return to the race before green flag. (Same as Friday night)
• All cars must take green flag for either 75-lap qualifier to be eligible for points and money
• Four tires may purchased for this event either the day of the event or beforehand. All tires must be registered. Note: First time attending speedway, 6 tires may be purchased.
• Payout to be determined based on finish of the final 150-lap race. All non-qualifiers will receive minimum payout.

I will be coming to the 300. Went to Delaware for the 50 lapper last Friday for only my second race this season and first time at Delaware.
